FINANCIAL ACCOUNTANT Arkansas Development Finance Authority, ADFA, is accepting applications for the position of Financial Accountant. This is a full-time position.

JOB SUMMARY : The Financial Accountant works under general direction of the Accounting Controller. Performs monthly bookkeeping/accounting functions and Financial Statement review. Processes accounts payable and cash disbursements for multiple checking accounts and bond funds and performs daily administrative duties. Other duties include, but not limited to, maintaining general ledger and trust accounts, as well as, preparing various reports and reconciliations.

JOB DUTIES AND RESPONSIBILITIES ;

Processes accounts payable and checks (cash disbursements) for multiple accounts.

Reviews monthly financial statements and associated reports for assigned programs.

Reconciles assigned general ledger accounts and records appropriate related journal entries.

Reconciles trust accounts.

Prepare various reports and reconciliations that provide information that assist management with internal reviews, reports for the Board of Directors and/or audit reports, which may include but not limited to: daily and/or weekly balance report, audit schedules, collateral reports, investment interest quarterly reports and various confirmations.

Scans/saves records for paperless retention purposes for the department.

Process the mail and check log abiding by internal control policies.

Special Requirements : Proficiency in computerized accounting systems and Microsoft Office. Ability to multi-task. Ability to work and communicate effectively with others, internal and external. Knowledge of the principles and practices of accounting. Knowledge of the state AASIS accounting system preferred. Ability to develop and maintain manual or computerized accounting system.

Minimum Requirements : The formal education equivalent of a bachelor’s degree in accounting, real estate, finance and banking; plus two years of experience in a support function and/or certifications related to the department for which the position is located. Other job related education and/or experience may be substituted for all or part of these basic requirements.

Summary

The Arkansas Development Finance Authority (ADFA) Finance Program Analyst is responsible for analyzing program operations, making recommendations, and performing actions to improve programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Provides technical assistance and monitoring for agency programs, following state and federal law. Develops program objectives and methods of administration, and explains benefits of the program. Provides detailed analysis of ADFA program requirements and services to agency personnel, board members, and the general public. Assists in designing and implementing program review processes. Researches information and prepares support material for agency programs. Maintains resource files on programs for utilization by the general public. Provides statistical information on matters relevant to the agency's business. Ensures proper accounting for the agency's programs. Prepares agency's and/or program's annual and biennial budget. Participates in preparation of ADFA's Consolidated Plan & Impediments to Fair Housing Study. Performs other duties as assigned.

Knowledge of practices, procedures, and methods related to program area. Knowledge of the principles and practices of accounting. Knowledge of accounting and budget policies and procedures. Ability to prepare and present oral and written information and detailed reports. Ability to develop and assist in implementing programs and grant review processes. Ability to make public presentations. Ability to analyze, interpret and present financial activity to management and the ADFA Board.

Other job related education and/or experience may be substituted for all or part of these basic requirements. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
