Human Resources unit (HR) exists to provide decentralized human resource services to the general public, applicants, managers and employees who work for the Colorado Department of Human Services. Consultation services include: benefit administration; compensation consultation; employee relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; progressive discipline; interpretation of CDHS HR policy, State personnel rules, State and Federal employment laws; records management; recruitment; retention; selection and selection appeals: responding to grievances, appeals, charges of discrimination; reorganization issues; workers compensation; settlement advice; strategic planning and overall HR guidance to CDHS managers, supervisors and employees.

Within the Solutions and Strategies team, the HR Technology Team administers a comprehensive learning management software that houses the learning module for the Colorado Department of Human Services (CDHS) employees. Activities include designing, delivering, and evaluating learning and development programs and team-building interventions. The staff consults with clients to identify learning needs, provides recommendations, and supports the implementation of changes/improvements with any learning system. Learning and Development programs may include professional development skills such as customer service and communication; leadership skills such as conflict resolution and crucial conversations; social learning opportunities such as mentorship and leadership cohorts; and performance management.

Description of Job

Job Description:

This position is a Staff Authority of CDHS’s learning management system (LMS), so to be part of the department’s Human Capital Management System (HCM). This position is responsible for being the staff authority on the current Learning Management System that is active for CDHS, including managing admin access, permissions, and troubleshooting learning module issues. This position manages and evaluates the effectiveness of the LMS, provides technical expertise, and works to constantly improve processes within the system based on current best practices and standards. This position assesses learning or organizational development needs; provides constant monitoring and training audits; designs appropriate curricula based on adult learning theories and current best-practice standards; coordinates the service date, time, location, and equipment; and delivers and evaluates learning programs. This position is the main liaison between the LMS vendor and CDHS. This position approves all LMS-related invoice payments, manages LMS contractual requirements, and determines the LMS strategic goals around the best utilization of the System. This position develops and delivers training and manages accounts for all LMS administrators at CDHS.

Summary of Duties:

Learning Management System/Module Administration

The LMS Learning & Development Staff Authority manages CDHS’s LMS or associated system modules. This position establishes goals that ensure the system is utilized to its full potential. As the Staff Authority, Management relies on this position to lead any customized learning with technology initiatives based on specific requests from the program/units. This position establishes LMS procedures, expectations, and standards, and monitors the overall performance of the LMS. This position manages data, pulls reports, assigns courses, monitors compliance, provides troubleshooting guidance, and develops all standard work practices and training for the System. This position is extremely customer service focused, as they are the primary subject matter experts for employees and administrators using the LMS. This position prepares presentations and reports; improves processes based on best practices in the field and gathers and analyzes information relevant to the LMS. This position tracks employee training records: produces specific ongoing and ad-hoc reports for leadership across the organization, enters data; and tracks course completion.

Technology Initiatives

As the Staff Authority, Management relies on this position to lead any customized learning with technology initiatives based on specific requests from the program/units. Specifically, with the HR Tech Team, special requests are received from divisions/teams to assist. This position will lead and support any learning efforts within the learning module or learning management system. This position will also support the HR Tech Team as a backup system admin for the department’s new Human Capital Management System (HCM). This includes permissions and as tier level 1 troubleshooting, and other support. The position supports, coordinates, develops, and/or manages learning interventions based on CDHS needs, leadership priorities, and the work unit’s strategic plan. Interventions may include workshops, coaching, project planning, surveys, focus groups, engagement activities, etc.

Training and Facilitation

This position delivers training related to the LMS to include a comprehensive user and administrator training program. In addition, this position develops and facilitates professional development and leadership. Liaises with Subject Matter Experts regarding instructional design to identify skills or knowledge gaps to be addressed. Uses a variety of instructional techniques, including lectures, webinars, role plays, videos, and case studies. Recommends development of training format and content to supervisor and/or client for approval and then makes independent decisions regarding modalities for content delivery. Investigates, develops, and implements sessions for e-learning such as online “webinars”, eLearning, and technical awareness/knowledge transfer sessions. Identifies learning objectives, conducts research in the subject area, and formulates the class content by applying learning research and theory. The position manages at least one of the specific learning programs which is to train how to use the LMS or learning module within the HCM to all other department’s trainers and instructors.

Professional Development/Other Duties Assigned

Participates in professional development coursework, training sessions, and/or seminars on an ongoing basis. Enhances individual and unit effectiveness by completing special projects and stretch assignments accordingly. Stays abreast of current developments and best practices in HR disciplines. Participates in other projects/initiatives / opportunities / committees as assigned

Minimum Qualifications

Years of Experience:

  • Four years of professional Human Resources experience

    AND

  • Three years of systems Technology Management experience.

    OR

  • Seven years of systems technology management experience.

    OR

Substitutions:

Education and Experience:

A combination of related education and/or experience in Human Resources and Technology Management equal to seven (7) years.

Preferred Qualifications

  • Experience documenting processes and creating standard operating procedures (SOPs)

  • Experience with workflow processes

  • Experience with system management

  • Experience working in human resources (HR)

  • Experience training and educating others on new processes

  • Ability to create, modify or update SCORM files with curriculum development software

Conditions of Employment

  • Travel – Position is required to travel independently using personal or state vehicle to provide training in northern, southern and/or western regions
