Summary About the Position: This position serves as the Deputy General Counsel (Administrative Law Division), DoD Education Activity (DoDEA). Assists the General Counsel, DoDEA in providing a full range of legal services in administrative law, ethics and education law, to the Director, DoDEA, other members of the DoDEA leadership team worldwide, supporting DoDEA's mission to operate accredited schools and ensure all school-aged children of military families are provided a world-class education. Responsibilities Performs a full range of first-level supervisory responsibilities. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops performance standards and evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit and recommends selection. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Develops tools. Provide legal advice in the area of special education and education law in direct support of school-level operations and the development of DoDEA-wide policies and procedures for critical areas of compliance. Conduct, review, or advise on investigations. Draft and prepares formal comments, or otherwise makes substantive recommendations with respect to proposed legislation, regulations, policies, responses to Congress, and agency memoranda. Evaluate proposed legislation, regulations, and agency memoranda in terms of its foreseeable effect on agency programs, policies, procedures, regulations, methods of operation, and extent of operation, and on existing legislation Advance the prevention, early resolution, and defense of special education or Rehabilitation Act litigation Provide trainings for special education educators, regular education educators, DoDEA OGC field attorneys, administrators, DoDEA HQ Staff Review administrative orders, rules, regulations and statutes related to DoDEA operations. Draft policies on special education and education law questions in the absence of federal and state law guidance. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. VETERAN'S PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Experience: You must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience. Currently have a first professional law degree (LL.B or J.D) Currently have active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia and are permitted to engage in the active practice of law. Have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. Currently have a license to practice law from at least one State, the District of Columbia, or a U.S. commonwealth or U.S. territory. Able to self-certify active status with your licensing authority. Will need to provide the required information for each jurisdiction in which you are licensed in to include:(a) Name of attorney and contact information.(b) Date of self-certification.(c) Name of licensing jurisdiction.(d) License number.(e) Status of license.(f) Contact information for licensing authority. Bar Membership: You must currently be a member in good standing of the bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
