National Park Service Archeologist in Ajo, Arizona

Summary This position is located in Organ Pipe Cactus National Monument, in the Resource Management Division. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately August through May, and you will be in a non-pay status for the remainder of the year. Responsibilities Major Duties of this position include: Performs Archeological fieldwork. Record archeological data, including spatial data with appropriate methods and devices. Manages analog and digital cultural resource data, including spatial data with appropriate methods and software; manages databases. Contributes to site records, compliance documents, and research reports. Assists in interdisciplinary NEPA and NHPA compliance process and related consultation. Organ Pipe Cactus National Monument Area Information: Organ Pipe Cactus National Monument is located in the Sonoran Desert in Southwestern Arizona. Park headquarters is located 35 miles from Ajo, Arizona and 5 miles from the international boundary with Mexico. Park housing is very limited and most employees live in Ajo. The nearest cites to Ajo include Phoenix (90 miles away) and Tucson (120 miles away). Two commuter vans operate between Ajo and Monument offices. Ajo has a population of 3000 and multiple amenities that allow families and individuals to easily thrive, including: K-12 schools An IGA supermarket Desert Senita Health Clinic and pharmacy Pima County Library County parks with playground, swimming pool, ball fields, community center, activity course, and more Several churches Restaurants (Agave Grill, Arriba Mexican Food, Tacos Tarrasco) Stores for household goods, electronics, and appliances (K5/Radio Shack, Family Dollar, Dollar General) Three gas stations (Chevron, Shell, Circle K) A local natural history association, archaeological society, CSA, farmers market, and other community groups that sponsor events on a regular basis Average daily maximum temperatures in June, July, and August are 102-103°F. Average daily maximum temperatures in December, January, and February are 69-73°F. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-05/24/2024-unless otherwise stated in this vacancy announcement. For this position, you must meet basic qualifications before meeting any minimum qualifications. You must meet one of the four options below for Basic Qualifications for the series of 0193: Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 3 semester hours each in the following course areas: 1. History of archeology, 2) Archeology of a major geographic area such as North American, 3) Regional Archeology, archeological cultures, or sites in a specific part of a major geographical area to acquire or develop a foundation for regional specialization for professional development, 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques, 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND 6 semester hours of related course work in: 1) geography, geology, or cultural geography; 2) history; historiography, or historical archeology; 3) environmental studies; 4) scientific writing (nonfiction English composition); and/or 5) surveying; AND Archeological field school. (You must submit a college transcript (official or unofficial) to verify this claim. Failure to include your transcript(s) will make you ineligible for this position). -OR- Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a related curriculum: Anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics); history; American studies: or a related discipline, provided the curriculum supplies academic course work sufficiently similar to the requirements in A, including archeological field school (You must submit a transcript (official or unofficial) to verify this claim. Failure to include your transcript(s) will make you ineligible for this position). -OR- Completed a college-level education or training that provides the knowledge equivalent to that described in 1A above, plus appropriate technical experience or additional education. -OR- Completed 4 years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeology survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher graded archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as part of a larger archeological project. - AND - To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-05 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in or related to the work of this position. Examples include conducting archaeological surveys and collecting data in the field. Assisting with data management, quality review, and certification. Utilizing a variety of computer programs to compile, store, retrieve, analyze resource management data. Assisting with literature reviews pertinent to the archaeology, history, and management of cultural resources in the local area. Contributing to survey reports and Section 106 of the National Historic Preservation Act compliance; aiding with tasks associated to consultation. Assisting with project management for mitigation projects, including historic preservation. -OR- EDUCATION: Successful completion of at least one full year of progressively higher-level graduate education leading to a Master's Degree or higher, or completion of all requirements for a Master or equivalent graduate degree. To be qualifying, graduate study must have been in archeology, anthropology, or other closely related field. The total education offered to meet this provision must have provided you with the knowledge, skills, and abilities required to successfully perform the work of this position. 18 semester hours can be considered one academic year of graduate study. -OR- Meet at least one of the three requirements listed below for Superior Academic Achievement - Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement: 1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR, 2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR, 3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies: https://www.achshonor.org/ -OR- Successful completion of a combination of graduate education and experience as described above. Example: Six (6) months of experience (50% of experience) plus nine (9) hours of graduate education (50% of education), equals 100% of this requirement. NOTE: Only qualifying graduate education in excess of 120 semester hours (undergraduate), is creditable towards meeting the specialized experience requirement. To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as planning and conducting archeological resource surveys, preparing archeological survey reports, and evaluating the significance of archeological resources. -OR- EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a master's in archeology or equivalent graduate degree (36 semester hours or 54 quarter hours). -OR- Continued in Education: Education Continued from Qualification: Successful completion of a combination of education and experience as described above. Example: 6 months of specialized experience described above, (50% of the required specialized experience) and one and a half years (27 hours) of related graduate education (50% of the educational requirement for GS-09, in excess of that required for the GS-07 level which is one year). Note: one year of graduate level education equals the number of semester hours required by the college or university attended (if not provided 18 semester hours will be considered as meeting 1 year of graduate education). You must include transcripts and hours worked. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work are sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire-lines, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
